Section 51 Manual for a Private Body

This manual is compiled in accordance with Section 51 of the Promotion of Access to Information Act No. 2 of 2000 (PAIA) for Lamasco Civil & Construction, a division of Lamasco (Pty) Ltd (Registration #2013/211487/07). It outlines the procedures and requirements to request access to records held by our organization.

2. Human Rights Commission / Information Regulator Guide

The Information Regulator has compiled a comprehensive guide containing information required for the exercise of any right contemplated in PAIA. The guide is available from the Information Regulator of South Africa at inforegulator.org.za.

3. Categories of Records Held

Records held by Lamasco Civil & Construction encompass:

• Corporate & Secretarial: Founding documents, share registers, board resolutions, and statutory returns.
• Financial Records: Annual financial statements, tax records, billing invoices, and asset registries.
• Operational & Engineering: Project drawings, engineering specifications, bills of quantities, subcontractor agreements, and completion certificates.
• Personnel & HSE: Employment contracts, safety audit logs, incident registers, and training records.

4. Access Request Procedure

To request access to a record, the requester must complete the prescribed Form 2 (Request for Access to Record of Private Body), pay the applicable prescribed statutory fee, and submit the request to our Information Officer at civil@lamasco.co.za.

5. Grounds for Refusal of Access

Access may be refused on grounds including mandatory protection of privacy of a third party, mandatory protection of commercial information of a third party, and mandatory protection of confidential information of third parties as defined under Chapter 4 of PAIA.
